How long will the “Government Subsidy” scheme last for?

The fourteenth phase of the Electricity Subsidy Scheme, launched in April 2021, has been expired in March 2022. Then, it comes the fifteenth phase of the one-year Subsidy Scheme from April 2022 till March 2023 billing month. All the accumulated subsidy balances (that is “Accumulated Unused Government Subsidy” printed on the bill) can be consumed for 2 more years after the end of scheme. Afterwards, all the residual amount in the “Accumulated Unused Government Subsidy” will be discarded and reported back to the government.

What are the details of the “Government Subsidy” scheme?

The government subsidy from the fifteenth phase of the scheme is delivered in monthly basis for a total of 12 months (April 2022 to March 2023 billing month) through the electricity bill with a maximum subsidized amount of MOP200.00 per month. The subsidies are used for covering the “Current Period Amount” (demand, consumption, tariff clause adjustment & government tax). The other charges will not be included in this subsidy scheme. This monthly subsidy could be accumulated if the “Current Period Amount”, during a particular month, does not reach MOP 200.00.

From where can I know the accumulated amount?

On a single bill, the amount in the “Unused Government Subsidy Transfer” will be directly added into the “Accumulated Unused Government Subsidy”, shown in the message box on the bill. Therefore, customers can look at the “Accumulated Unused Government Subsidy” for the accumulated amount.

Can the accumulated amount be refunded?

The accumulated amount is non-refundable and non-transferable. It could only be used to cover the “Current Period Amount”. According to scheme, the accumulated unused government electricity subsidy capped at MOP4,800 (200 x 24) can be used within 24 months after the scheme ends. Then, the residual unused amount will be discarded and reported back to the government.

Does CEM earn the residual amount that is left behind after March 2025 billing month?

No, CEM does not. The entire residual amount will be reported back to the government.

If I applied termination/change name for the contract, can the accumulated unused amount be transferred to other contract(s) that is (are) under my name?

No, it cannot. The entire accumulated unused amount is non-refundable and non-transferable. Even there are accumulated unused amount at the time of termination or change name for a contract, it is still not allowed to transfer to other contracts. It will only be reported back to the government.

Can the subsidy be used for paying deposits, penalty, reconnection fee, odd cents and accumulated amount etc.?

No. It could only be used to cover the “Current Period Amount” (demand, consumption, tariff clause adjustment & government tax).
